Don’t approve any infrastructure design in DAP area: RAJUK

The Rajdhani Unnayan Kartripakkha (RAJUK) has asked all the local governments and upazila government offices under the jurisdiction area of Detailed Area Plan (DAP 2022-2035) not to approve design of any buildings or infrastructures any more.

A letter was sent to the offices of local government, upazila parishad, union parishad, Upazila Nirbahi Officer (UNO) and Local Government Engineering Department (LGED) of DAP area in this regard, said Project Director of DAP (2022-2035), also town planner of RAJUK, Md Ashraful Islam.

The areas under RAJUK’s DAP 2022-2035 are Gazipur in the north, Narayanganj and Keraniganj in the southwest, Kaliganj and Rupganj in the east and Savar in the west.

RAJUK issued the letter on November 15, after RAJUK inspectors found that several building designs were approved by union parishad or municipality. RAJUK came up with the direction following the notifications issued by the Local Government Department on June and July in 2017.

Besides, local government authorities and upazila government offices don’t have the legal authority to approve such building designs or installations of infrastructures, provide any permit for land use or no-objection letters, RAJUK sources said.

According to the article 77 of the Town Improvement Act, 1953 and Dhaka Mahanagar Building (Construction, Development, Protection and Removal) Rule’ 2008, RAJUK is the only legal authority to approve design of any constructions in the DAP area.

DAP project Director Md Ashraful Islam said, “Recently, RAJUK inspectors received large number of such designs issued by union parishads. But the reality is, these offices do not have enough technical ability to scrutinise and approve the designs.”

Most of these cases were found in Savar of Dhaka, Rupganj and Kaliganj in Narayanganj, he said, suggesting that, “There were permissions for real estate developments and private housing projects defying legal rules which should be stopped to ensure proper implementation of DAP.”

RAJUK prepared the DAP to reshape sprawling Dhaka and its suburban areas better habitable with adequate civic amenities as the capital has turned out to be one of the worst cities of the world.

DAP, 2016-35, was finalised in December of 2021 taking everything under consideration, including ensuring lives and livelihood of the residents of Dhaka, reports United News of Bangladesh.
