3 lakh tonnes wheat import gets cabinet nod

The government on Wednesday approved separate proposals for procuring some 3 lakh tonnes of wheat, 3.80 crore litres of soybean oil and 1.70 lakh tonnes of fertiliser to meet the growing demand of the country.

The approvals came from the 30th meeting of the Cabinet Committee on Government Purchase (CCGP) this year held virtually on Wednesday with Finance Minister AHM Mustafa Kamal in the chair.

It also okayed contract awarding for asphalt concrete overlaying on the runway surfaces of three local airports, setting up of 2 solar power and 1 wind power plants.

Briefing reporters after the meeting virtually, Cabinet Division additional secretary Sayeed Mahbub Khan said that the day's CCGP meeting approved a total of 14 proposals.

Mahbub said that following a proposal from the Ministry of Food, the Directorate General of Food would procure 3 lakh tonnes of wheat from the Russian Federation under the G2G basis with around Tk 1,032.90 crore with per kg wheat costing Tk 34.43.

He informed that following two separate proposals from the Ministry of Commerce, the state-run Trading Corporation of Bangladesh (TCB) would procure 50 lakh litres of soybean oil under local open tender method from Bashundhara Multi Food Products Ltd for the current fiscal year (FY24) with around Tk 79.92 crore with per litre soybean oil costing Tk 159.85.

The TCB will also procure some 3.30 crore litres of soybean oil under the International Direct Procurement Method (DPM) from Brizo Marine SDN BHD, Malaysia (Local Agent: Sena Edible Oil Industries, Dhaka) with around Tk 433.62 crore with per soybean oil costing Tk 155.93.

In another proposal, the TCB would purchase 6,000 tonnes of lentil under local open tender method for the current fiscal year from Sabnam Vegetable Oil Industries Ltd with around Tk 58.11 crore with the price of per kg lentil fixed at Tk 96.85.

In one out of four separate proposals from the Ministry of Agriculture, Bangladesh Agricultural Development Corporation (BADC) would procure 50,000 tonnes of MOP fertiliser under the 13th lot from Canadian Commercial Corporation under a state-level agreement with around Tk 177.65 crore with per tonne of fertiliser costing $323.

The BADC will also procure another consignment of 50,000 tonnes of MOP fertiliser under the 14th lot from Canadian Commercial Corporation under a state-level agreement with around Tk 177.65 crore with the cost of per tonne of fertiliser reaching $323.

In another proposal, the BADC will procure 40,000 tonnes of DAP fertiliser under the 6th lot from OCP, SA, Morocco under a state-level deal with around Tk 231.44 crore with per tonne fertiliser costing $526.

Besides, in another consignment, the BADC will procure 30,000 tonnes of TSP fertiliser from OCP, SA, Morocco under the 7th lot at a state-level agreement with around Tk 128.62 crore with per tonne fertiliser costing $389.75.

Fixes power tariff for three power plants

The government on Wednesday also approved separate proposals for fixing power tariff for procuring power from two solar power plants and one wind-based power plant for a long 20-year period with an overall estimated cost of around Tk 19,476 crore.

He said following a proposal from the Power Division, Bangladesh Power Development Board (BPDB) would procure electricity at Tk 10.8782 for per kilowatt hour from the Consortium of Green Progress Renewable BV and IRB Associates Ltd for a 20-year period under "No electricity no payment" method with around Tk 3,525.60 crore from the 100 MW solar power plant being set up at Bochaganj upazila under Dinajpur district and Peerganj upazila under Thakurgaon district.

Mahbub said, “The BPDB will also procure electricity at Tk 10.9281 for per kilowatt hour for a 20-year period also under "No electricity no payment" method from the Consortium of Ditrolic SA International Pte and Powernetic Energy Ltd with around Tk 3,542.40 crore from the 100 MW solar power plant being set up at Cox's Bazar Sadar upazila.”

The Cabinet Division additional secretary informed that the BPDB would procure electricity at Tk 13.414 for per kilowatt hour from JT New Energy Company Ltd for a 20-year period under Build-Own-Operate (BOO) Method with around Tk 12,408 crore from the 220MW wind-based power plant being set up at Chakoria in Cox's Bazar.

He said the CCGP meeting also okayed a proposal from the Power Division under which the works on "Design, Supply, Installation, Testing Commissioning of Advanced Metering Infrastructure including Upgradation of Unified Prepaid System on Turnkey Basis" would be procured from the Joint Venture of Oculin Tech Bd Ltd; NuriFlex Co; and SQ Trading & Engineering with around Tk 460.50 crore.

Mahbub said following a proposal from the Ministry of Civil Aviation and Tourism, the Civil Aviation Authority would procure the public works from three bidders with around Tk 772.75 crore for the Concrete Overlaying of Runway Surface Asphalt of Jashore Airport, Sayeedpur Airport and Shah Makhdum Airport, Rajshahi.

Apart from these, the CCGP meeting also approved a proposal from the Road Transport and Highways Division under which the LEA Associates South Asia Pvt Ltd, India has been appointed as the consultants for the four-Lane upgradation of Hatirjheel-Rampura Bridge-Banashri-Shekherjaiga-Amulia-Demra highway with some Tk 53.30 crore.
