ICAB and BPPA sign MoU on DVS

A Memorandum of Understanding (MoU) between the Institute of Chartered Accountants of Bangladesh (ICAB) and the Bangladesh Public Procurement Authority (BPPA) was signed last Thursday at CA Bhaban in Dhaka.

The objective of this MoU is to provide access of the Document Verification System (DVS) to BPPA to verify audited financial statements of tender-participants’ (entities) in the Electronic Government Procurement (e­GP) System. This collaboration will bring financial discipline in public procurement system of the country, according to a press release.

ICAB President Mohammed Forkan Uddin FCA , Vice President MBM Lutful Hadee FCA, Vice President Maria Howlader FCA, immediate past president and council member Md Moniruzzaman FCA, past president and council member Mohammad Farooq FCA, Council Member Sidhartha Barua FCA, Council Member Md Yasin Miah FCA and CEO Shubhashish Bose FCA also spoke at the ceremony.

BPPA Chief Executive Officer Md Shohelur Rahman Chowdhury and ICAB CEO Shubhashish Bose signed the MoU. Higher officials of BPPA, the government and ICAB, including COO Mahbub Ahmed Siddique FCA, were present at the event.

Under this MoU, ICAB will provide necessary assistance in verifying the authenticity of the audited financial reports filed in the e-GP system for compliance with the rules and regulations of PPA-2006 and PPR-2008.

BPPA will use DVS to verify whether the audit report and audited financial statements submitted by the registered tenderers/suppliers in the e-GP system have been certified by ICAB's CoP holder Chartered Accountants.
