The government has earned Tk 1605.94 crore from filing e-tenders till October as different public and autonomous bodies are turning to the Central Procurement Technical Unit (CPTU) under the planning ministry for procuring goods and services.
A total of 56 ministries, divisions and autonomous bodies belonging to the government have submitted 5.2 lakh e-tenders through CPTU till October since the electronic procurement system was introduced.
The Implementation Monitoring and Evaluation Division of the planning ministry introduced electronic procurement in 2011 as part of its digitisation plan.
“Filing e-tender through CPTU is now in rising trend. Government offices are filing e-tenders and making procurements through e-GP as there is no hassle or difficulties,” said Director General of CPTU Mohammed Shoheler Rahman Chowdhury.
The Electronic Government Procurement (e-GP) will help establish transparency and accountability in public procurement, he said, adding that the World Bank will bankroll Tk 340 crore more to increase the coverage of CPTU.
According to an estimate of the World Bank, the country procures goods and services worth around $ 25 billion a year.
In July, IMED asked some major government offices to ensure 100 per cent procurement through the CPTU.
Officials at CPTU said Bangladesh Election Commission, Bangladesh Police, Local Government Engineering Department, Roads and High Ways Department, Bangladesh Water Development Board, Public Works Department, Department of Public Health Engineering, Bangladesh Power Development Board, Directorate of Primary Education, Directorate of Secondary and Higher Secondary Education, Directorate of Food, Directorate General Health Services, Central Medical Storage Department, Department of Agriculture Extension, Department of Fisheries, Directorate of Livestock Services, Director General Family Planning, Education Engineering Department, Directorate of Technical Education, Health Engineering Department, Chittagong WASA, Dhaka WASA, Bangladesh Inland Water Transport Authority, Rajdhani Unnayan Katripakha, National Curriculum and Text Book Board, Bangladesh Rural Electrification Board, Local Govt Institute, National Sports Council, Dhaka North City Corporation, Dhaka South City Corporation and others are procuring 80 per cent to 90 per cent of goods through e-GP.
An Electronic Government Procurement (e-GP) refers to the use of information and communication technologies to enable a more efficient and transparent exchange of information, and interactions and transactions between the government and the suppliers of goods and services.
Digital technologies are being increasingly adopted to achieve standardisation and consistency, which, in turn, speed up public procurement process.
