The country has seen only 23.53 per cent implementation of the Annual Development Programme (ADP) in the first half (H1) of FY2022-23, which is the lowest in six years, due to the government’s austerity measures.
The Planning Commission’s Implementation Monitoring and Evaluation Division (IMED) has found that 10 key ministries and divisions have performed the lowest in using the allocated funds and implementing the ADP projects.
The government has allocated 0.04 per cent of the total ADP fund to the Foreign Ministry. But in the first half of FY23, the ministry has used 0 per cent of that money, according to IMED.
During the same period, the Public Administration Ministry used only 5.31 per cent, Land Ministry 6.07 per cent, Health Ministry 9.51 per cent, Disaster Management and Relief Ministry 10.66 per cent, the Primary and Mass Education Ministry 11.98 per cent, the Directorate of Secondary and Higher Education 12.21 per cent, and Food Ministry 16.98 per cent.
Besides, the Cabinet Division used 79.66 per cent — the highest — of the allocated fund at the same time and the Bridges Division 44.43 per cent.
The Energy Division also used 38.57 per cent in the first six months of FY23.
The overall implementation rate in July-November was 18.61 per cent, the lowest in the last seven years, officials said.
IMED data showed the government spent Tk 60,248.74 crore in the July-December period, out of Tk 2,56,000 crore allocated for ADP projects during this fiscal year.
According to IMED, the overall implementation rate was at 92.89 per cent in FY2021-22. The rate was 82.11 per cent and 80.39 per cent in FY2020-21 and FY2019-20, respectively.
A total of 1,496 projects were included in the ADP of FY23. Among them, 1,441 were main projects, 46 sub-projects and nine development assistance projects. Of the total, 106 were technical assistance projects and 1,296 were investment projects.
In December 2022, ministries, divisions and departments have spent 5.13 per cent — Tk 13,126.64 crore — of the allocated fund on project implementation.
The implementation rate was 5.45 per cent in December 2021.
Till December, various ministries, divisions and departments spent Tk 33,760 crore from the domestic fund, which is 22.66 per cent of the total. Also, Tk 24,423 crore was spent from foreign funds, which is 26.54 per cent of the total.
Besides, the autonomous institutions spent Tk 2,066 crore from their funds to implement projects.
