The country has seen only 28.16 per cent implementation of the Annual Development Programme (ADP) in the first seven months of the fiscal year 2022-23, which is the lowest in seven years.
The implementation rate was 30.21 per cent in the same period of the last fiscal year while it was 32.41 per cent in FY2016-17, according to the data available with Implementation Monitoring and Evaluation Division (IMED).
The data also showed that the ADP implementation rate was 28.45 per cent in the July-January period of FY2021 while 32.07 per cent in FY2020, 34.43 per cent in FY2019 and 33.35 per cent in FY2018.
“The ministries and divisions have been failing to increase the implementation rate in this fiscal year compared to the previous fiscal year. We have repeatedly asked them to expedite the project work,” a senior IMED official told The Business Post on Sunday.
Officials at IMED said the ministries and divisions could not put up the execution rate of the development projects after repeated reminders for accelerating the project implementation.
IMED has also given some special guidelines to the ministries and divisions for improving their project implementation capacities aimed at speeding up the project work, they added.
The senior official said, “At the ECNEC meeting, the Prime Minister has given instructions several times to expedite the project execution, avoiding cost and time.”
He also said IMED has always asked the project implementing agencies of the ministries and divisions not to extend the tenure and increase the cost except valid reasons due to the ongoing global crisis.
According to the Implementation Monitoring and Evaluation Division (IMED) report, the execution rate stood at 92.89 per cent in FY22.
The total implementation rate was 82.11 per cent and 80.39 per cent in FY21 and FY20 respectively.
A total of 1,496 projects were included in the ADP of FY23. Among them, 1,441 were main projects, 46 sub-projects and nine development assistance projects. Of the total, 106 were technical assistance projects and 1,296 were investment projects.
The government has allocated Tk2.46 lakh crore in the fiscal year 2022-23 for implementing the ADP.
