ADP implementation hits 41.45%, lowest in 5yrs

Bangladesh has seen only 41.65 per cent implementation of the Revised Annual Development Programme (RADP) in the first nine months (Jul-Mar) of FY2022-23 due to slow execution of ongoing projects, which is the lowest in five years.

The implementation rate was 45.05 per cent in the same period of FY2021-22 and 47.22 per cent in FY2016-17, according to the Implementation Monitoring and Evaluation Division (IMED) of the Planning Ministry.

The IMED data also showed that the ADP implementation rate was 41.92 per cent in the July-March period of FY2020-21 and 45.08 per cent in FY2019-20.

According to the data, the implementing agencies spent Tk 98,521.03 crore in these nine months of FY23.

The government allocated 0.04 per cent fund of the total ADP to the Foreign Ministry. But in nine months, the ministry exe-cuted 0 per cent of its fund, IMED data showed.

The Public Administration Ministry executed only 20.92 per cent, Land Ministry 19.78 per cent, Health Services Division 27.36 per cent, the Shipping Ministry 27.26 per cent, the Primary and Mass Education Ministry 32.59 per cent, the Direc-torate of Secondary and Higher Education 31.51 per cent, Public Security Division 25.57 per cent, and Youth and Sports Ministry spent 10.84 per cent.

Moreover, the Cabinet Division and Bridges Division implemented 79.78 per cent and 63.46 per cent, respectively, in the first nine months of FY23. Also, the Energy and Mineral Resources Division executed 55.79 per cent of its allocation from the RADP.

“The ministries and divisions have been failing to increase the implementation rate in this fiscal year compared to the pre-vious fiscal year. We have repeatedly asked them to speed up the project works but they could not improve their execution rates of development projects,” a senior IMED official told The Business Post on Tuesday.

IMED has also given them some special guidelines for improving their project implementation capacities to accelerate the project works, the official said.

He also said IMED has always asked the project implementing agencies not to extend the tenure and cost unless there are valid reasons due to the ongoing global crisis.

According to IMED, the ADP execution rate stood at 92.89 per cent in FY22, 82.11 per cent in FY21, and 80.39 per cent in FY20.

The government had allocated Tk 2.46 lakh crore for the ADP in FY23. The National Economic Council last month approved the RADP of Tk 2,27,566 crore for the rest of this fiscal year.

A total of 1,525 projects have received allocations in the RADP, and 343 are expected to be completed within FY23. Of them, 1,410 are investment projects and the rest 115 are technical assistance projects.

The government will provide Tk 1,53,066 crore of the RADP and Tk 74,500 crore will come from foreign funds.
