Govt incorporates 79 PPP projects for FY24

The government has incorporated 79 public-private partnership (PPP) projects in the upcoming 2023-24 fiscal year’s Annual Development Programme (ADP).

According to Planning Commission officials, Tk 2,36,821 crore will be needed to implement these 79 projects.

“These projects are not new. The government has decided to incorporate them in the upcoming ADP of FY24 to implement through PPP,” a senior commission official told The Business Post.

“If any private entrepreneurial person or organisation wants to take on a new project, it will have to be processed through the PPP Authority,” said the official.

Of the 79, 15 projects are in the procurement stage, seven are in the primary stage, two are in the operational stage, detailed surveys of 27 projects are underway, and one project is in the contract signing stage.

There are also seven development projects under construction, one in the operational stage, five in the consultant recruitment stage, and 10 in the preliminary stage following in-principal approval.

The projects with the major funding include the Four-lane Dhaka Bypass Road Project (Madanpur-Debgram-Bhulta-Joydevpur), which is now at the implementation stage with an estimated cost of Tk 3,051.50 crore; the conversion of the Hatirjheel-Banasree-Ideal School and College-Amulia-Demra Road into a four-lane highway, which is awaiting contract signing and has an estimated price tag of Tk 2,218 crore.

Feasibility studies are underway for the Four-lane Gabtali-Savar-Nabinagar Highway project, which is projected to cost Tk 2,890 crore.

The list of projects incorporated in FY24 ADP also includes a tourism development scheme in Cox’s Bazar and the Khulna Khan Jahan Ali Airport Project.

The PPP portfolio includes high-rise residential buildings in the Jhilmil project for low and middle-income citizens, water supply improvements at Purbachal, and the construction of a five-star hotel in Sylhet as well.

The other projects include the operation of Hazrat Shahjalal International Airport’s third terminal, a new container depot, a medical college, a modern railway hospital, improved water supply to the Bangabandhu Sheikh Mujib Industrial Park, a light rapid transit system in Narayanganj and the Dhaka East-West Elevated Expressway.
