BAPEX to drill 108 wells to add 1000mcf gas to national grid by 2021

Bangladesh Petroleum Exploration and Production Company Limited (BAPEX) has taken the initiative to drill 108 wells to supply 1,000 million cubic feet of gas to the national grid.

Under the ‘Increased Supply of Power and Energy (Special Provisions) Act’, expert consultants will be appointed in 7 lots for the implementation of the project. The total expenditure of the government for this will be Taka 10.18 crore.

The Division of Power, Energy and Mineral Resources will present a procurement proposal for the project at the next meeting of the Cabinet Committee on Public Procurement.

According to the working paper source, BAPEX has undertaken a work plan to drill 108 wells to supply about 1,000 million cubic feet of local natural gas to the national grid by 2021.

These include 53 potential wells, 5 development wells and 20 workovers wells. However, following conventional procurement rules will require a long time to supply gas to the national grid by exploring, discovering and developing new gas fields.

Therefore, with the aim of implementing the government's 'Vision-2021', the Prime Minister's approval has been sought for the implementation of 10 special initiatives taken by BAPEX for the period 2016-2017 and 2017-2018 with the funding of Gas Development Fund and Energy Security Fund.

Concerned sources said the 10 projects of the special initiative include Rupakalpa-9: 2D Seismic Project (2D Seismic Survey Over Book 6 and 11).

There is a ‘Project Processing’ Committee for the implementation of the projects and a Technical Sub-Committee has been constituted to assist the Committee.

The Division of Energy and Mineral Resources gave its approval on March 15 to conduct a total of 3,500 line km 2D seismic survey activities from April 2017 to June 2021.

For their project counselling services, out of 7 lots, Australia based RPS Energy Pvt Ltd will be paid Taka 26.49 lakh as lot 1, CGG Services of France in lot 2 will be paid Taka 1.40 crore, RPS Energy Private Limited will be paid Taka 27.75 lakh in in lot 3, Taka 4.5 crore will be paid to CGG services in lot 4, Panama based SEESO INC will get Taka 2.49 crore for lot 5,

Muberger SESCO will be paid Taka 82.36 lakh in lot 6 and Taka 1.25crore for lot 7.

According to sources, it will take a considerable time to appoint a consultant through tender. Therefore, considering the importance of the project, direct procurement initiative has been taken under the ‘Increased Supply of Power and Energy (Special Provisions) Act, 2010 (with the latest amendment in 2016)’.

With the approval of the Cabinet Committee on Public Procurement, the agreement with the concerned institutions will be executed soon.
