Govt to renew expired cheques

The government will issue new cheques for salaries, allowances, pensions and GP (Government Pension) fund replacing the ones that were issued last June but expired due to non-submission on time because of Covid-19 shutdowns.

Newly issued cheques must be submitted at banks by August this year. 

Finance Division under Finance Ministry issued a circular in this regard on Thursday (July 23).

According to the circular, some of the cheques issued in the last fiscal year 2019-20 have expired due to non-submission of checks to banks on time.

The circular said, expired cheques issued for payment of personal allowances related to salary-allowance, pension, GP fund and travel should be submitted to the issuing authority. The authority will cancel the cheques and issue new ones.

In order to ensure that the recipients of the cheques are not deprived of their dues, the government has taken several more decisions regarding the cashing of cheques issued in June.

Moreover, in case of re-issuance of other overdue cheques other than the above mentioned cheques, the head of the concerned ministry or division or agency should submit an application to the cheque issuing authority by next August stating the reasons for non-timely redemption of cheques. Also, proof must be provided that the job the cheque is issued for is completed.

However, in cases of cheques of one lakh or more, certificate of the secretary of the ministry or division must be provided.

Once cheque-issuing authority examines the all required documents and finds the cheque is not cashed, only then the expired cheque will be cancelled and a new one will be issued.

Additionally, to get approval to renew cheques after August, reason for non-redemption of cheques, non-payment certificate from bank and certification from issuing authority must be sent to the finance division through concerned ministry or division.
