HC for no relocation of stray dogs for one month

The High Court (HC) today has ordered to stop relocation of stray dogs until November 12.  The court also orders the Attorney General to discuss sterilization programme with Dhaka South City Corporation (DSCC) Mayor as the Dhaka North City Corporation (DNCC) has been carrying out the same.

Besides, the court adjourned hearing on the Writ Petition seeking cancellation of DSCC’s decision to relocate stray dogs for one month. The HC Bench of Justice Md Ashfaqul Islam and Justice Mohammad Ali passed the order on Monday.

Barrister Mustafizur Rahman Khan and Barrister Saqeb Mahbub were present in favour of the petitioners while Attorney General AM Amin Uddin, who is also the President of Bangladesh Supreme Court Bar Association, appeared for the State.

On September 27, the HC adjourned hearing on the writ petition. Earlier, on September 17 actress Jaya Ahsan, Obhoyaronno, and People for Animal Welfare filed the writ petition before the HC seeking a stay order of DSCC’s decision to relocate stray dogs.

Saqeb Mahbub, who filed the writ petition on behalf of the animal welfare organisations, said stray dogs cannot be removed from the city according to Section 7 of Animal Welfare Act 2019. The Writ Petition also sought an HC ruling seeking explanation why the DSCC’s decision should not be declared illegal, he said.

Secretaries of the Department of Livestock Services, Health and Family Welfare Ministry, Law Ministry and DSCC were made respondents, Mahbub said.

The Writ was filed as DSCC recently started to shift stray dogs from the city corporation area to Matuail landfill claiming that they are spoiling the city.
