In response to Supreme Court guidelines for the treatment of road accident victims, the health authorities are installing mini operation theatres in every upazila across the country, said a director of the Directorate General of Health Services.
The director (in-charge) of Hospital and Clinics Unit of the directorate, Dr Sheikh Daud Adnan, was speaking in a roundtable discussion program on ‘Guidelines and Implementation of Emergency Medical Services’ on Monday at CIRDAP Auditorium in the capital.
He said that the directorate has already ensured round-the-clock emergency service in all government hospitals at the upazila level and now they are working on capacity development.
Quoting SDG's target to lessen the overall death rate to 50 per cent, Daud Adnan said the DGHS plans to ensure installing an effective mini OT in every Upazila Health Complexes and many of those already got one.
“Now we want to give proper manpower and equipment to the hospitals,” he added saying the health authorities want to ensure at least one attendee for the victim in the health complex.
Daud Adnan stressed the issue that the number of ambulances and other services is not adequate. “The ambulance service and other logistic services should be well capacitated. Therefore, these should be improved”.
Dr ABM Harun, vice President of the Private Clinic and Diagnostic Owners Association, said the DGHS should cancel the licenses of the private healthcare entities that will not implement the guidelines.
He also asked the government to come forward and implement the guidelines.
Earlier at the programme, keynote presenter Barrister Rashna Imam said that the implementation of the guideline is still in limbo.
She laid stress on different topics related to emergency medical services and the safety of good samaritans.
Public Health expert Prof Dr Liakat Ali presided over the programme. He said that people know little about the guidelines even after five years of the court order. It shows that there is something wrong going on in the management, he said.
The guideline should be notified through a gazette and disseminated as soon as possible. Besides, a SOP should be developed for every category of government hospitals about providing treatment to emergency road accident victims.
Nasir Uddin (Deputy Secretary), Director (Administration) of the Directorate General of Nursing and Midwifery and researchers from the Accident Research Institute (ARI) and many other health and accident research organisations present in the programme.
