UCSI University denies UGC’s allegations

The authorities of UCSI University Bangladesh denied the allegations made by the University Grants Commission regarding its operation of academic activities in Bangladesh.

Earlier, the UGC issued a notice to the chairman of the Insight Institution of Learning which manages the UCSI University branch campus in Bangladesh, asking it to reply within three working days.

The UGC in the notice said that the university got approval from the government to set up a branch campus in Bangladesh. But, it started the students’ admission process without taking permission from the commission.

The UGC said that UCSI University violated some sections of the Private University Act-2010 and Foreign University, Its Branches or Study Centres Operating Rule-2014.

The Insight Institution of Learning on May 9 submitted its reply to the commission UGC signed by the chairman of its Bangladesh campus Molla Wahiduzzaman.

They said according to the Private University Act-2010 and Foreign University, Its Branches or Study Centres Operating Rule-2014, there is no mention of taking pre-approval of UGC to conduct the academic activities (programme or course) of the branch campus of the foreign university. So, there has been no violation of the law or the rules.

The university also said on December 12, 2022, the Education Ministry granted it temporary permission to operate a campus in Bangladesh for seven years as per sections 5(4) and 5(5) of the rule. This period will be ended on December 11, 2029.

Six months before the end of the tenure, the application for the certificate shall be made by submitting the prescribed fee and necessary information as per sections 12 and 7 of the rule. So, in this case, there was no violation of the rule, it said.

Regarding another allegation, the university said they have proposed a Board of Trustees in the form prescribed by the UGC as per the terms of the temporary approval letter of the Education Ministry. But it has not received any opinion from UGC on this matter.

Appropriate measures will be taken if the UGC provides the university with feedback or suggestion. In this case, there was no violation of rules or law, said the university.

The university also said the prime minister granted temporary permission to operate a branch campus of UCSI University in Bangladesh on December 11, 2022. Later, Education Ministry granted temporary permission to the campus for seven years.

After that, the UGC was also satisfied with the site visit of the proposed campus and sent their report to the Education Ministry on March 30 this year. After that, they started the admission process and their no violation of law and rules, said the university’s letter.
