Govt alert in protecting interests of public procurement stakeholders

The government is alert about protecting the interests of everyone involved with public procurements, especially tenderers as they are crucial in the implementation of the country’s development programmes, officials concerned said recently.

The government does not want to cause difficulties for tenderers due to any sudden volatility in the market as they are making significant contributions to the execution of development projects, they said at an awareness workshop on e-GP held in Narsingdi on Tuesday.

The electronic government procurement (e-GP) system has been introduced in line with that view, said Masud Akhter Khan, director (Additional Secretary), Central Procurement Technical Unit (CPTU) of Implementation Monitoring and Evaluation Division (IMED), while addressing the event as the chief guest.

The CPTU director said the Covid-19 pandemic and the Russia-Ukraine war has created volatility in the global market. But he expects that the situation will normalise soon.

He said no country has been able to escape the impacts of the ongoing instability. The price of construction materials used by tenderers have gone up in recent times, putting them in a more difficult situation.

The CPTU organised the workshop at the conference room of the office of the Narsingdi deputy commissioner in order to create awareness about ensuring transparency in public procurement.

The workshop was managed by Bangladesh Center for Communication Programs (BCCP) under the Digitizing Implementation Monitoring and Public Procurement Project (DIMAPP) being implemented by CPTU with support from the World Bank.

Abu Naeem Mohammad Maruf Khan, deputy commissioner of Narsingdi, presided over the workshop. Dr Zeenat Sultana, director (Program), BCCP, delivered the welcome address and made a presentation on e-GP and public procurement.

Additional Deputy Commissioner (General) Mostofa Monoar, Additional Superintendent of Police Shamsul Arefin, a large number of tenderers and representatives from procuring entities, attended the workshop. Mohammad Abdus Salam, program manager, BCCP, moderated the programme.

At the event, tenderers spoke of their difficulty in doing business due to a surge in prices of construction materials.

Narsingdi Deputy Commissioner Abu Naeem urged bidders to show highest sincerity in contract implementation and timely completion by maintaining the quality for the sake of sustainable development.

A total of 75 participants including local representatives of procuring entities (PEs), tenderers and journalists attended the workshop.
