UN says at least 32 people have been killed in western Myanmar since late of March in fights between the military and an armed ethnic group.
The UN described the situation as "dire". It said fighting was taking place almost everyday in areas of Rakhine and Chin provinces.
However it is not clear whether civilians were targeted or caught in crossfire.
The Arakan Rohingya Salvation Army (ARSA) declared a month-long ceasefire but this was rejected by the government.
Arsa say they are defending the mostly-Muslim Rohingya ethnic group.
In recent years, more than seven lakh Rohingyas have fled persecution from the government forces of Myanmar, seeking shelter in neighbouring Bangladesh.
Myanmar’s military denies targeting civilians.
