Purchase committee approves 10 proposals worth Tk 1,775cr

Cabinet Committee on Public Procurement has given its consent of the government’s 10 purchase proposals at a cost of 1,775 crore taka.

These procurement proposals were approved at a meeting of the Cabinet Committee on Public Procurement, chaired by Finance Minister AHM Mustafa Kamal in the Cabinet Division on Wednesday (September 2).

The virtual meeting was attended by members of the committee, senior secretaries of the cabinet departments, secretaries of the concerned ministries and senior officials.

At the end of the meeting, various aspects of the approved projects were highlighted by the Finance Minister and Additional Secretary to the Cabinet Division.

Proposal of procuring a total of 3,90,000 metric tons of different types of fertilizers were approved by the committee so that no disruption occurs in agriculture production due to lack of fertilizers across the country.

Finance Minister said the purchase committee approved the import of 1,50,000 metric tonnes of Triple Super Phosphate (TSP) fertilizer under an agreement signed between OCP (Office Cherifien des Phosphates), Morocco and Bangladesh Agricultural Development Corporation (BADC) at the state level.

Importing the TSP fertilizer will cost 400.26 crore taka.

The committee also approved the import of 2,10,000 metric tonnes of DAP fertilizer under the same agreement.

The government will spend 695 crore taka for this.

Additionally, the committee approved the import of 30,000 metric tonnes of bagged granular urea fertilizer in the 3rd lot out of the contracted 5.50 lakh metric tonnes from Karnafuli Fertilizer Company Limited (Kafco), Bangladesh in the fiscal year 2020-2021.

Importing the granular urea fertilizer will cost 68.52 crore taka.

Furthermore, to rehabilitate those who lost land due to Dhaka Elevated Expressway PPP project, the bridge design department has given approval to the development design consortium for the construction of multi-storied buildings and other facilities in Barakankar, Baunia and Dwigun Mouza adjacent to Uttara Phase II. The amount of variation is 6.23 crore taka.

Initially, the Dhaka Elevated Expressway was hired as a consultant for the construction of multi-storied buildings and other facilities for the rehabilitation of the landowners. At that time the contract price was 12.50 crore taka.

However, the agreement will expire in September 2020. The term of the consulting firm has been extended for 24 months till September, 2022.

The existing contract price has been increased to 12.50 crore taka and the total contract value has been increased to 6.23 crore taka for variation and the total contract value now stands at 17.84 crore taka.

Furthermore, the committee approved a purchase proposal for the construction of a 20-storey residential building called e-GP by the Department of Public Works as a delegated work under the Home Ministry's project titled ‘Construction of 9 Residential Tower Buildings for Police Members in Dhaka Metropolitan Area’.

The construction will cost 82.63 crore taka. The project will be implemented by Padma Associates and Engineering Limited.

The committee also approved the tender proposal for the construction of 20-storey tower building of Chattogram Metropolitan 2nd Police Line under the project titled ‘Construction of 9 residential tower buildings for Bangladesh Police in different parts of Bangladesh’ being implemented by the Department of Public Works as a delegated work under the Public Security Department of the Home Ministry.

This project will cost 81.45 crore taka. The contractor BBL and DECL have jointly got the construction work of the building.

The committee further approved the purchase proposal for variation of dredging work in the outer bar of Mongla Port Channel under the project "Dredging in Outer Bar of Mongla Port Channel" (1st Amendment). Additional dredging of about 41.95 lakh cubic meters will be done in the project area.

The existing contract value of the proposal is 592.51 crore taka. And for variation it stands at a total of 88.35 crore taka which is ended up 660.86 crore taka.

The committee approved another proposal to purchase SPC polls under a package of Bangladesh Rural Electrification Board's (BAPBBO) project titled ‘Distribution Network Expansion for 100% Rural Electrification (Rajshahi, Rangpur, Khulna and Barisal Division) (1st Amendment)’.

A total of 1,19,212 polls will be collected in two separate lots. The cost will be 159.69 crore taka. These polls will be provided by Castle Construction Limited and Castle Construction Limited.

Additionally, the committee approved the proposal of Bangladesh Rural Electrification Board to purchase conductors and ACSR under the package of the same project.

It will cost 79.17 crore taka. These items will be provided by an organization called Meghna Star Cables and Electric Appliances.

The committee also approved the purchase of LNG (Liquefied Natural Gas) through the collection of quotations from the signatories of the Master Sale and Purchase Agreement (MSPA) from the spot market under the ‘Rapid Increase in Power and Energy Supply (Special Provisions) Act-2010’ (with the latest amendment in 2016).
